EMMET COUNTY BUILDING & COURTHOUSE OPEN TO THE PUBLIC --- After being closed to the public for more than two months, Emmet County officials opened the County Building and Courthouse at 8 a.m. on Tuesday, May 26, though with some pre-entrance procedures required from visitors, including a mandatory health screening questionnaire and temperature check. All visitors are required to wear a mask at all times inside the county buildings and to adhere to physical distancing guidelines to allow at least six feet between you and all other persons. Building security personnel will also restrict the number of people admitted to each department. We strongly encourage citizens to first check our website to see if some or all of your business can be handled using resources available online or over the phone before making a visit. A list of all county departments is listed below for easy reference.

       NOTICE - EMMET COUNTY COURTS IMPLEMENT EMERGENCY MEASURES FOR COURT OPERATIONS
       The four courts serving Charlevoix and Emmet Counties have undertaken emergency operation measures in an effort to combat the spread of the COVID-19 virus and reduce the risk posed to the public, court staff, and others.
       The 57th Circuit Court for Emmet County is closed through April 30, 2020. The court closures and reduction in services will be closely monitored and extended if public health concerns warrant further restrictions.
       All courts will process emergency matters and conduct emergency hearings. To the extent possible, court filings and hearings will be accomplished using electronic communications.
       For information regarding how to seek emergency relief, please visit the courts’ websites, all of which are accessible through the website for the county in which the court is located. You may also contact the courts via telephone or email, as the courts will continue to be staffed. Court forms are available on the State Court Administrative Office’s website here.

       On March 18, 2020, the 90th District Court for Charlevoix and Emmet Counties, the 7th Probate District Court for Charlevoix and Emmet Counties, and the 33rd Circuit Court for Charlevoix County entered Local Administrative Orders closing the courts from March 19, 2020 through April 30, 2020. The court closures and reduction in services will be closely monitored and extended if public health concerns warrant further restrictions.
       All courts will process emergency matters and conduct emergency hearings. To the extent possible, court filings and hearings will be accomplished using electronic communications.

       *Please note that as of April 2 and until at least April 30, the court's staff will only be in the administrative offices Monday through Thursday from 10 a.m. until 2 p.m., or until court matters are completed for the day. On-call staff will be available on Fridays in the event an emergency hearing is needed. Several staff members are able to work remotely from home in some capacity, including probation officers and magistrates, to ensure time-sensitive matters are being addressed.

       NOTICE - EMERGENCY MEASURES FOR COURT OPERATIONS
       Effective Thursday, March 19, 2020, through Friday, April 30, 2020, the 7th Probate District Court in Emmet County and Charlevoix County will be closed. Only emergency matters will be processed and heard as necessary.
       In accordance with Michigan Supreme Court Administrative Order 2020-2, the following emergency hearings will still be scheduled and held as necessary.
       1) Child protective proceedings:
          a. Hearings required within 24 hours of taking a child into protective custody
          b. Permanency planning hearings
       2) Juvenile delinquency proceedings:
          a. Hearings required within 24 hours of a juvenile's apprehension or detention
          b. Arraignments for in-custody designated and adult comt waiver proceedings
       3) Proceedings regarding involuntary mental health treatment, including:
          a. Pick-up/transport orders
          b. Petitions for initial or continuing involuntary hospitalization
       4) Waiver of parental consent proceedings
       5) Safe delivery of newborns proceedings
       6) Petitions for immediate funeral/burial arrangements
       7) Emergency petitions filed by Adult Protective Services
       8) Emergency petitions for guardianship
       9) Emergency conservatorship and protective order
       10) Estates where immediate access to residence is necessary
       11) Ex parte requests for temporary restraining orders
       12) Other emergency matters at the discretion of the Court
       All emergency filings should be submitted electronically, if possible. Our service windows will be closed at this time. All business will be conducted by telephone, fax, or email.
       For emergency filings, if you are unable to file electronically, you may call the court at the number listed below to make filing arrangements.

       Juvenile probationers will have weekly contact with their probation officer by FaceTime, Skype, Zoom, or other electronic commmunication.
       Juvenile drug court treatment meetings and hearings are canceled until further notice.
       This action is being taken in response to the State of Emergency declarations by the Governor of Michigan and the President of the United States to combat the spread of the COVID-19 pandemic and reduce the risk posed to the public, court staff, and others, while protecting the legal rights of our citizens. These measures will be updated as circumstances require.

To protect the safety of the staff, we will be operating on limited staff and, at times, restricted hours. However, most services are still being provided by mail, email, fax, and internet.        NOTICE - CHILD SUPPORT PAYMENT PLAN DURING SHUTDOWN OF THE COUNTY BUILDING
       Because the health and safety of our citizens, clients, and coworkers are of paramount importance, the County of Emmet has closed the County Building beginning March 23 until at least May 15, 2020.
       Children remain our first priority, and families will need child support now, more than ever. Support will continue to be charged, collected and disbursed.
       During this period, the Friend of the Court recommends utilizing one of the below methods of payment.
         1) Directly to MiSDU at www.misdu.com. To use this method, you must have your case/docket number (upper right hand corner of your order). There is a fee for using a debit/credit card. The system will automatically disburse your payment to your case. If you have more than one case, include each case number. The system will automatically pro-rate the payment to your cases.
         2) Credit and debit card payments can be made through the Emmet County website at www.emmetcounty.org. If you have more than one case, please make sure you clearly identify which case the money is to be applied. There is a 2.4% fee for this method of payment.
         3) Cash payments can be made at CVS, Family Dollar or 7-11 stores through a program called PayNearMe. Use this phrase with the clerk if you are making a cash payment.
         4) You can check your account at www.michigan.gov/MiChildSupport
       Direct payments to the recipients of support will be allowed during the shutdown only. A statement for credit of the amount paid must be written legibly, dated, signed by both parties, and mailed to Friend of the Court as soon as possible. After verification by the staff, your account will be credited appropriately.
       All referee hearings have been canceled until April 30. You will receive a renotice of any hearing scheduled by the Friend of the Court.
       In regards to custody and parenting time schedules, please follow your court order as if school were still in session.

       NOTICE - All park department buildings are closed and all facility rentals have been canceled until at least May 28, 2020. Park staff are still taking future reservations for Camp Petosega, Headlands Event Center and the two guest rental houses, McGulpin Point Lighthouse cottage, the Emmet County Fairgrounds buildings. The park grounds remain open but visitors are asked to adhere to social distancing recommendations while enjoying the open spaces at the county's parks.

       NOTICE - Airlines are continuing to operate flights as normal at this time though that is subject to change at any time. Availability to use the airport’s upstairs conference room for meetings has been suspended until at least May 28, 2020. The airport’s restaurant, Hoppies Landing, has closed its dining area upon orders from the governor, but carryout is still available. Call Hoppies at (231) 539-8990 for times of service.
