JOB SUMMARY:

Under the direction of the County Administrator, the OCC Director is responsible for the development, implementation and operation of the Emmet County Community Corrections and Advisory board – Office of Community Corrections Program. Provides intake, attach and remove electronic monitoring equipment, client reporting, collections, data entry, form completion and communication to probation/parole staff of the District/Circuit Court ordered community service for PA 511 eligible clientele.

ESSENTIAL DUTIES:

  • Develop and implement a comprehensive corrections plan in accordance with the 1998 PA#511 Community Corrections Act
  • Provides management of that plan including implementing changes to the program as required by the County Administrator, CCAB or the State office of Community Corrections
  • Assist in the implementation and development of department services by coordinating and facilitating programs and projects as alternatives to jail and prison with other related departments, outside agencies and/or organizations
  • Coordinates applicable contracts, which include preparing RFP’s recommending and participating in the selection of vendors, monitoring contract compliance and monitoring applicable payments
  • Participates in judicial functions for applicable courts, including detaining clients, determining compliance of failure with program components, participating in court proceedings and testifying in court
  • Ensure Emmet County Community Corrections is in compliance with the standards, programs, and fiscal monitoring systems established by the State of Michigan – Department of Corrections – Office of Community Corrections
  • Conducts quarterly local CCAB meetings to provide program updates and discuss budges and adoption of new policies
  • Maintains awareness of current and pending court cases and legislation; and prepares reports for the County Administrator and CCAB Board
  • Processes, compiles, researches, and analyzes complex information, and prepares and verifies reports, correspondence and other documents utilizing applicable software within established procedures
  • Completes the quarterly and year reports on the grant status for the State of Michigan – Department of Corrections –Office of Community Corrections (MI-MDOC-OCC)
  • Completes Pre-Trial Assessment for program eligibility and provide enrollment into programs for approved clientele
  • Annually prepares and recommends the Community Corrections plan for submission to the State Office of Community Corrections
  • Submit annual budgets to the Emmet County Administrator and the local CCAB
  • Submit RFP’s for bids on contracted services available through the plan, according to Emmet County Procurement guidelines
  • Meets individually with stakeholders such as the Prosecutor, Probation/Parole Officers, Jail Administrator, Sheriff and the Circuit and District Court Judges to promote services provided through the Emmet County Community Corrections and Advisory board Program; Acts as an information-clearing house for the local CCAB, the County Administrator and the Board of Commissioners, community members and other stakeholders regarding programs and funding available from the Office of Community Corrections
  • Be available for Court session for both Circuit and District Court
  • Complete intake, installation and supervision of monitor clientele. Provide updates as needed to the probation staff on their probationer while on monitor for eligible PA 511 clientele
  • Monitor and collect fees from monitor clientele. Reconcile monthly bills before submission to accounting
  • Programs electronic tethers and provide reports days for tether eligible PA 511 clientele
  • Provide funding information and placement of clientele for Probation Residential Services upon referral from MDOC probation staff
  • Track and monitor enrollments of programs to ensure that proper placement and eligibility criteria are maintained
  • Maintain internal records for placement of clientele in programs. Enter data daily in the CCAMIS database
  • Develop a proficiency with the Northpoint system or other relevant software used for tracking, monitoring activity and reporting
  • Other duties as assigned
  • May be on call 24/7

EMPLOYMENT QUALIFICATIONS

Knowledge, Skills, & Abilities

  • Knowledge of local and States criminal justice system rehabilitative programs and philosophies
  • Specialized knowledge of District and Circuit Court statutory and regulatory requirements
  • Must have the ability to coordinate activities with the other Emmet County internal departments and outside agencies
  • Skilled in prioritizing, monitoring and reviewing work assignments
  • Appropriately and effectively able to represent the County at a variety of community events and activities in support of positive public relations initiatives, and develop liaison relationships between the community and the County
  • Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity
  • Must have the ability to analyze State Act requirements, data and objectives and recommend local policy and procedural changes
  • Must have the knowledge of programs and services under Act PA #511 provided by the State government and the private sector
  • Ability to develop policy and under the direction of the County Administrator implement necessary changes to the office
  • Ability to communicate ideas and programs to staff, local board members and community members
  • Must be able to communicate appropriately with clientele. Demonstrated organizational skills and able to perform daily essential functions with direct supervision
  • Proficient with software administration and Microsoft Office Suite, Excel, etc.

Education/Experience

  • Bachelor Degree in Criminal Justice, Social Work, Public Administration or a related field
  • 3-5 years’ experience working professionally within or closely related to a criminal justice system providing either program management, planning or program coordination
  • Experiences or training in the implementation of automated information systems
