POSITION: Assistant County Administrator/Facilities & Assets Director

SUPERVISOR: County Administrator
LOCATION: Emmet County Building, downtown Petoskey
RATE OF PAY: $87,500 – $95,000 annually (depending on experience)

Serves as the Assistant Administrative official of the County and performs a wide range of administrative and project-based activities that serve and support effective, efficient county government operations. In the additional capacity of directing the Facilities and Assets function for the County, documents, monitors and ensures proper tracking and maintenance of all County-owned assets.

As directed by the County Administrator:
• Completes a wide range of administrative activities and projects that serve to support effective and efficient County government operations
• Confers with representatives of other jurisdictions, developers, vendors, private industry, civic and community groups on matters of interest pertaining to assigned projects, departments or functions
• Provides long-range project planning and policy direction for approval by the Board of Commissioners through the County Administrator as necessary
• Works with the Finance Director to project and maintain the County’s capital 3-5-year budget plan
• Provides oversight to staff with the implementation of Board-established policies
• Identifies, writes and obtains grant funds
• Attends Board of Commissioner meetings, Committee and other meetings as needed
• Acts as the County Administrator in the County Administrators absence

Facilities & Assets
• Document, track and monitor all County facilities and the preventative and restorative maintenance required
• Oversees the documented reasons for ownership and handle disposal as directed
• Utilize BS&A software to inventory all County facilities and assets and work with Finance Director to ensure they are accurately documented in the County accounting software
• Work with Finance Director to record all asset impairment
• Work closely with all department heads to train on proper purchase and disposal of all County assets
• Facilitate the addition and retirement of county assets in accordance with County Policy

• Substantial understanding of laws and regulations affecting county government and applicable services and functions
• Computer proficient in accounting software, Word, spreadsheets, and analytical reporting
• Ability to deal successfully with people to get results
• Willing to learn and grow into further development opportunities as they arise
• Strong writing skills

• Bachelor’s Degree
• 5-7 years of local government management experience
• 5 years of project management experience
• 5 years in a leadership or management position
• Minimum 5 years accounting, budgeting and related financial experience in a County environment
