POSITION SUMMARY:
Under the general direction of the Chief Judge, directs the staff in investigation, enforcing and processing domestic relations cases. Is responsible for program planning, fiscal management, facilities management and other administrative duties.

ESSENTIAL FUNCTIONS:
• Directs all daily operations and management of the Friend of the Court office and staff to include all personnel management functions such as hiring, orientation, training and evaluating work performance as well as disciplinary action as appropriate
• Prepares and manages the FOC budget and IV-D contract for judicial and fiscal staff to review, and for approval by the Emmet County Board of Commissioners
• Ensures compliance with the financial procedures required by the MiCSES program and that all fiduciary controls and IRS confidentiality requirements are met
• Meets with Judge and county fiscal staff/auditors regarding FOC financial records; ensures that all audit recommendations are implemented
• Researches and evaluates proposed and new legislation, case law and court rules to determine the impact of the same on office/Court operations
• Develops and implements policies and procedures to improve services to improve services, and ensures that operations are in compliance with applicable statutes and court rules
• Confers with the Judge and staff to discuss case processing activities, concerns, and administrative matters; explain policies, procedures and answer questions about Court operations
• Meets with clients during intake sessions to address questions and concerns about FOC operations, policies and procedures
• Reviews all Domestic Court orders for approval prior to submission to the Circuit Court Judge
• Conducts joint meetings with clients regarding custody, parenting time and change of domicile issues
• Assist staff with investigative enforcement and case processing problems
• Investigates and responds to grievances filed by litigants
• Maintains record of grievances as required by SCAO
• Other duties as assigned by the Chief Judge

• Prior budget creation and management experience required

EDUCATION/EXPERIENCE: 
• Master’s degree in Domestic Relations Law, Administration, Behavioral Science, Social Work, Counseling, or other related field preferred
• A law degree and licensure with the Michigan State Bar is preferred
• A Bachelor’s Degree with Friend of the Court experience will be considered as well as court administrative and personnel management experience
