Works with the Emmet County Parks and Recreation team to set diverse program content, provide program guidance and operational support for all County Park facilities. Through program design and delivery, enhances the natural amenities provided at each of our unique and beautiful County Park facilities; The Headland & International Dark Sky Park, Camp Petosega, McGulpin Lighthouse, the Locks, Cecil Bay Park, Emmet County Fairground and miles of beaches and trails.
Coordinates program schedules for Headlands, Dark Sky Park, Camp Petosega, County Fairgrounds, the Locks, Cecil Bay Park, and Emmet County Fairground. Develop, plan, and implement a variety of recreation and cultural programs designed to showcase and enhance the season, location, and the natural amenities available in each location.
Plans, directs, coordinates, presents staffing and materials requirements for each program. Is onsite as the program manager for each activity. Prepares, schedules and executes program logistics with the associated Park Manager and in collaboration with the Director of Parks and Recreation.
Prepares pre and post foras to determine viability and success of each program and for future budgeting and staffing purposes.
Conduct and researches various programs to grow the Dark Sky Park venue and maintain the International Dark Sky Park designation and is aware and familiar of the designation requirements.
Assists the Parks & Rec leadership team and other staff members in short and long range planning for a comprehensive Countywide and Dark Sky Park program.
Conducts research on various programs and initiatives to create funding sources through grants and revenue opportunities to further enhance and grow the County’s park programs.

KNOWLEDGE, SKILLS, & ABILITIES
Experience with Contract management procurement is preferred. Possesses comprehensive knowledge of the philosophy and principles of public parks, the dark sky park and recreations services is necessary. Proficient in events planning and coordination. Familiar with County, State and Federal legislation, policies, procedures and rules about sport, recreation and cultural activities. Effective team building and management; including strong strategic planning and decision making. Effective written and verbal communications skills including the ability to prepare reports; effective public relations and public speaking skills; and research and program development skills are needed.
Computer skills, including word processing, spreadsheet, and presentation software sufficient to create/prepare reports and presentations, manage databases, and track projects.
Graduation from an accredited college or university with a Bachelor’s Degree in Park Planning, Park and Recreation Administration, Leisure Services, Facility Management, business or Public Administration or related field. A demonstrable combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job.
Must possess a minimum of at least three years’ experience in professional-level recreation work including programming and coordinating recreational activities or, or experience in parks, recreation, or dark sky parks, astrology and operations is required.
Project management experience
Prior supervisory experience as well as governmental agency recreation work experience (city or county government) is preferred.
Valid Michigan driver’s license.
