PROGRAM DIRECTOR - 7TH PROBATE DISTRICT COURT

 
POSITION:  Program Director – 7th Probate District Court
SUPERVISOR:  Probate Court Judge, Probate Court Administrators
LOCATION:  Lakeview Academy, Probate Court, Emmet County Building
SALARY:  $58,471 – $63,139 (depending on qualifications and experience)

POSITION SUMMARY:

The Program Director oversees the court’s juvenile treatment programs in Charlevoix and Emmet Counties. The programs currently include juvenile drug treatment teams, educational programming for truant or probation youths, the Safe Harbor Adolescent Recovery Program, and court supervised foster care. The Program Director identifies the degree of treatment services that will support a reduction in delinquency and decrease recidivism. The position is responsible for grant writing, maintaining juvenile drug treatment court files, compiling statistical data, and overseeing the treatment budget and resources. The goal for the position is to act as a liaison with the Judge, Court Administrator, court staff, and outside professionals to develop programming for juvenile rehabilitation.

The Director manages and oversees the treatment court budget and resources. The Director is responsible for fiscal year reporting requirements, and serving as the liaison, to the State Court Administrative Office. The position collaborates with the Judge and the treatment teams to facilitate team meetings and court hearings. The Director prepares and manages treatment court dockets and solicits community support through education and other linkages. The Director trains team members in required database management and state and federal laws of confidentiality and ethics.

ESSENTIAL FUNCTIONS 

  • Develop and supervise programming to address juvenile justice issues and develop community-based efforts to improve outcomes for offenders and the community, including juvenile drug treatment courts, Lakeview Academy, Round Lake Education Center, Safe Harbor Adolescent Recovery Program, court school programming, truancy diversion programs, and court-licensed foster homes.
  • Stay informed on juvenile and family treatment modalities; recommend and implement new or modified programming to improve outcomes.
  • Manage and coordinate all treatment service to ensure compliance with state, local and federal standards, certification requirements, and policies and procedures.
  • Administer screenings, including mental health, substance abuse, criminogenic, and psychosocial assessments, to youth entering the court system. Process youth and family referrals for recommended clinical assessments.
  • Participate in the direct services of the treatment court programs, including ongoing collaboration with the case manager; orientation for potential participants; assist with drug testing; attend court hearings; and, participate in pre-hearing staffing.
  • Coordinate and implement juvenile group counseling. Facilitate evidenced-based group sessions for juveniles and/or families.
  • Oversee policy and procedure for drug screenings. Update team at staff meeting with drug screen results and recommendations for treatment.  Maintain supplies of drug test equipment and sobriety awards.
  • Track and maintain information necessary for court records, grants, and other funding sources, generating reports when necessary.
  • Act as community liaison and develops/collaborative partnerships. Communicate with service providers regarding drug court clients and further strong working relationship between the court and service providers.
  • In conjunction with the Court Administrator, negotiate needed service provider agreements and related contracts; monitor contract compliance.
  • Develop resource and funding strategies, including the pursuit of federal and state grant opportunities. Identify, apply for, and maintains grants and other funding opportunities for sustainability and expansion of programming.
  • Attend all treatment court meetings.
  • Enter data into the Drug Court Case Management Information System (DCCMIS), maintain the DCCMIS, create and disseminate data reports to judge and committee members, and participate in evaluation for evolution of the treatment court. Prepare meeting agendas and drafts meeting minutes.
  • Plan, direct, and evaluate all components of the court programming to ensure optimum efficiency and effectiveness.
  • Manage and deescalate crisis situations with juveniles in programming or at court.
  • Recruit and license foster homes; ensure compliance with all requirements to maintain licensure.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the principles and practices of public and court administration and the structure and operation of the juvenile justice system.
  • Working knowledge of Emmet and Charlevoix County resources.
  • Working knowledge of adolescent development.
  • Working knowledge of grant and proposal writing, program finance, and budget development and control.
  • Working knowledge of managerial and supervisory principles, and of principles and practices of team building.
  • Working knowledge of the laws of confidentiality and ethics as they pertain to juvenile delinquency laws and juvenile treatment courts.
  • Computer literacy and familiarity with word-processing, spreadsheet, database management, and other software applications.
  • Excellent oral and written communication skills.
  • Knowledge of crisis intervention and de-escalation techniques of individuals in crisis.
  • Knowledge and awareness of court security concerns. Ability to address those concerns safely and immediately if necessary.
  • Must have a clear understanding of substance abuse, mental health, human trafficking, and other challenges facing today’s youth.
  • Ability to maintain a flexible work schedule, including travel between Emmet and Charlevoix County.
  • Must be discreet with confidential case information.

EDUCATION/EXPERIENCE

Bachelor’s degree from an accredited four-year college or university, masters’ level degree preferred, with five years’ experience with criminal justice and/or working with delinquent and at-risk youth, including the development, implementation, and supervision of juvenile programming.

CERTIFICATIONS/LICENSES REQUIRED

  • Must possess or be willing to obtain training necessary to administer Youth Level of Service (YLS) assessments.
  • Must possess or be willing to obtain training necessary to perform foster care licensing.
  • Must be willing to comply with the Model Code of Conduct for Michigan Trial Court Employees.
  • Valid Michigan driver’s license.
