JOB SUMMARY:
Under general supervision of the 57th Circuit Court Administrator/Program Director, the Program Coordinator provides case management services to participants enrolled in the ECRP and grant/program management for appropriated grants. Primarily, the Program Coordinator will monitor progress with program requirements and refer clients to appropriate services including treatment and additional ancillary services. Coordinator will serve as Case Manager, Program Manager, DCCMIS Administrator, and Grant Writer.
ESSENTIAL FUNCTIONS:
- Develop and maintain written policies and procedures to guide the operations of the 57ECRP in compliance with any State and Federal guidelines and laws, Best Practices, and the special needs and resources of the local jurisdiction.
- Ensure entry of participant data into the Drug Court Case Management Information System (DCCMIS) to meet minimum reporting requirements by contracted predetermined deadlines for the State Court Administrative Office (SCAO).
- Processes, compiles, researches, and analyzes complex information, and prepares and verifies reports, correspondence, and other documents utilizing applicable software within established procedures.
- Coordinate efforts to identify community resources and support efforts to provide a full continuum of needed treatment services including mental health and addiction treatment, educational and vocational services, safe and sober housing, ongoing recovery support services, health care, family services, and other beneficial community supports.
- Coordinates applicable contracts, which include preparing RFPs, recommending and participating in the selection of vendors, monitoring contract compliance, and monitoring applicable payments.
- Attend and ensure the attendance of ECRP Team members at professional development opportunities as requested or needed, including, but not limited to the annual Michigan Association of Treatment Court Professionals Conference and trainings hosted by the SCAO to maintain DCCMIS data entry and analysis skills, changes in Best Practices, and Medication Assisted Treatment (MAT) services.
- Coordinate, apply for, and secure sustainable funding; including, but not limited to seeking and applying for grant funding.
- Assist Court Administrator with Recovery Court Budget. Write and complete all required local, state, and federal grant reports and submit all claims to entities and the finance department.
- Contribute to Steering Committee Meetings to give financial reports and remain aware of overall Court functions, services, and challenges; coordinate and problem-solve with the ECRP teams to address concerns affecting program participants.
- Participate in judicial functions for applicable courts, including detaining clients, providing reports on compliance or failure with program components, participating in court proceedings, and testifying in court.
- Act as a liaison with appropriate ancillary service agencies such as vocational, rehabilitation, educational, transportation, substance use, and other treatment services.
- Complete Intake and Screening prior to entry into the program, using the assessment LS/CMI on all potential participants.
- Meet with participants on a regular basis to monitor progress, conduct home checks, conduct drug tests, track compliance with court-ordered requirements, and may be on call some weekends and holidays.
- Report progress and non-compliance to related parties and the Court.
- Assist the probation department in monitoring participants’ proposed employment, training, education, and/or living arrangements.
- Prepare the bi-weekly staffing reports for the ECRP Team indicating Program progress and non-compliance.
- Assist the probation department and testing vendors with data entry into the DCCMIS.
- Analyze and evaluate Program functions and effectiveness.
- Compile necessary participant identification and other data to support determination of eligibility for participation in compliance with local, state, and federal policies.
- Maintain accurate files documenting participants’ compliance with Court requirements and progress in the program.
- Perform all other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES:
- Proficiency in local, SCAO, and State criminal justice system rehabilitative programs and philosophies.
- Specialized knowledge of District and Circuit Court statutory and regulatory requirements for specialty problem-solving courts.
- Ability to coordinate activities with other Emmet County internal departments and outside agencies.
- Skilled in prioritizing, monitoring, and reviewing work assignments.
- Ability to effectively represent the ECRP and Emmet County at community events and activities, supporting positive public relations initiatives, and developing liaison relationships between the community and the County.
- Ability to think analytically, apply sound judgment, solve problems, make effective decisions, and act with integrity.
- Ability to analyze State Act requirements, data, and objectives and recommend local policy and procedural changes.
- Proficiency in programs and services under Michigan Drug Court Grant Program provided by the State government and the private sector.
- Ability to develop policy and implement necessary changes under the direction of the Court Administrator.
- Ability to communicate ideas and programs to staff, local board members, and community members.
- Ability to effectively communicate with clientele.
- Demonstrated organizational skills and ability to perform daily essential functions with direct supervision.
- Proficient with software administration and Microsoft Office Suite, Excel, etc.
- Requires organizational skills, attention to detail with precise computer entry work.
- Effective communication skills, able to work independently with minimal supervision and in a group setting.
- Maintain confidentiality while working with sensitive information.
EDUCATION/EXPERIENCE:
- Bachelor’s degree in social sciences, criminology, psychology, or similar with 3-5 years commensurate experience or; 5-7 years commensurate experience working professionally within or closely related to a criminal justice system providing probation, case management, program management, planning, or program coordination.
- 2-3 years of professional writing experience required.
- Prior experience with grant writing preferred.
CERTIFICATIONS/LICENSES REQUIRED:
- Must be able to pass a background check with no recent criminal history within the past 5 years.
- Must have a valid Michigan Driver’s License.
