Zoning Permit:

The Zoning Permit Application is a form to be used for all approved uses. This form is typically used for residential and accessory residential uses. It is necessary to have this form completed and approved by the Zoning Administrator prior to obtaining a valid Building Permit.

Signs & Lighting:

For signs which require a permit (See Section 2207 of the Emmet County Zoning Ordinance), the Sign Permit Application is required.

Special Use Permit:

A Special Use Permit is required for land uses that are not explicitly permitted as primary uses by the Emmet County Zoning Ordinance. 

  • Application for Zoning Action with instructions
    This multipurpose form is used for any Zoning Action. Complete the form and check the box(es) for the Zoning Action being requested.
  • Steps to obtain a SUP
    The SUP (Special Use Permit) Procedure outlines the steps to be taken for a SUP. It also lists the contact person for each Township, as a recommendation is requested from the Township of impact for each Zoning Action. The applicant is responsible for contacting the Township and forwarding pertinent information to the Township.
  • Impact Statement
    The Impact Statement is required as a standard of the Zoning Ordinance for uses requiring review by the Emmet County Planning Commission. The Impact Statement standards are detailed under Section 2405-3. The form is a simplified method for preparing an Impact Statement.
  • Site Plan checklist
    The Site Plan checklist is a very useful tool in preparing a site plan and when applying for Site Plan Review or a Special Use Permit. It may accompany the Zoning Action Application.
  • Home Occupation Use Plan
    The Home Occupation Use Plan must accompany the Zoning Action Application when an applicant applies for a Special Use Permit for a Home Occupation, regulated under Section 2102-12 of the Emmet County Zoning Ordinance.
  • Accessory Affidavit
    This form is used for an accessory building as a main use (as a garage with no residence), only after a Special Use Permit has been approved by the Planning Commission. The form is required as a standard of the Zoning Ordinance, under Section 2201-2-e): "The applicant shall file an Affidavit with the Register of Deeds stating the proposed use of the building."
  • Township review requirements

Site Plan Review

Except for one family or two family dwellings or permitted accessory buildings, per Section 2201, a complete Site Plan shall be submitted to the Emmet County Planning Commission (or Board of Appeals if so required), for the approval of any use for which a Site Plan is required by this Ordinance. (Article XXII, Section 2405 Emmet County Zoning Ordinance)

Planned Unit Developments can be complex in terms of administration. The applicant is encouraged to contact staff to schedule a pre-application conference.
